Dr Franzen is the Executive Dental Director at CareOregon and serves as the dental director for CareOregon, CareOregon Dental, Columbia Pacific CCO and Jackson Care Connect. She leads oral health strategy across the organization with the goal of improving oral health, clinical integration and access to care for all populations served by CareOregon. Prior to joining CareOregon in early 2014, she served as the dental director for the Multnomah County Health Department where she led 6 clinics, a school based dental sealant program, a managed care plan and maintained a clinical practice. Dr Franzen is a graduate of OHSU School of Dentistry and University of Portland and is a life-long Oregonian.

Deborah Loy

Executive Director, Family Dental Care, Inc.


Deborah Loy has been doing work related to the Oregon Health Plan (OHP) prior to its 1994 inception. Her experience has been working in the OHP managed dental care delivery model and state Medicaid program itself. Before coming to Family Dental Care as their executive director, Deborah worked for Capitol Dental Care. Deborah has a great deal of experience working with coordinated care organizations, in addition to working with local oral health coalitions and communities developing oral health improvement strategies. She has also been a registered lobbyist and in this role, she worked closely with policymakers and other oral health stakeholders in advance the oral health of Oregonians. Deborah has served as a member on a couple of boards for organization including being a board member on the Oregon Oral Health Coalition for almost a decade. Deborah has three wonderful young grandchildren who she enjoys spending time with very much. She has two Siberian Forest cats who are large, longhaired and very friendly. She is an HGTV addict and loves helping friends and family with decorating.

Michael Ralls

Director of Social Services, North Clackamas School District


Michael Ralls is Director of Social Services for the North Clackamas School District in Clackamas County, Oregon. His passion is removing barriers that stand between students and their education. Having worked in public school education as a teacher, counselor, and administrator for three decades, he has built multiple partnerships between schools and agencies to provide no-cost, on-site services such as mental health therapy, career training, college mentoring, primary health services, and oral health care to students. Over the past decade, he has received, coordinated, and supported partners in obtaining over 100 grants totaling over $18 million. Each year, these partners contribute over $4 million worth of services to kids and families in the North Clackamas School District. Among the many responsibilities he has in the district, he oversees the district Smile Squad Oral Health Program which has been funded in part by a five-year grant through the Oregon Community Foundation. The program’s goal is to educate K-12 students on the importance of oral health, provide screenings and sealants to elementary and middle school students, and be the “go to” contact for any North Clackamas student with oral health needs. Michael has a bachelor’s degree from George Fox College, and master’s degrees from both Lewis & Clark College and Portland State University. Michael lives in Canby with his wife and two daughters.

Paul Lewis, MD, MPH

Multnomah County Health Officer, Tri-County Health Officer Program


Paul Lewis, MD, MPH is the Multnomah and Tri-county Health Officer for Clackamas, Multnomah, and Washington Counties. He is board certified in Pediatrics, Infectious Diseases and Preventive Medicine. He joined the Pediatric faculty at OHSU in 1996 and still practices there part-time. In 2004 he left full-time practice to work in governmental public health, first with the Oregon Public Health Division and, since 2008, with Multnomah County. Paul sees preventive oral health care, especially school-delivered sealants, as one of the best interventions available to promote child and life-long health.

Kristi McWilliams

Director, Dental Quality (Dental Care Program), Kaiser Permanente


Kristi is a 37-year employee of Kaiser Permanente Dental and has served in a number of roles during this time. She is currently Director of Quality and interacts with her dentist partners to ensure the provision of high quality dental care to KP Dental patients. She was tapped to lead KP Dental’s entry into the Medicaid market in 2014. She is passionate about the care provided to Medicaid members and, as a result, enjoys working with other Dental3 Board members to find creative ways to enhance oral health, particularly around prevention. Kristi has two grown children and enjoys spending time with them when they are not busy with their own lives and activities. She also loves to read and travel with her husband. She enjoys spending time at their condominium in the Palm Springs area, where they have plans to spend the winter months when retirement knocks on the door.

Linda Mann

Director, Community Outreach, Capitol Dental Care


Linda started her career in dentistry back in high school when she participated in a dental assistant education program. Linda became interested in dental hygiene through that experience and went immediately into hygiene school. She graduated from the University of Colorado, Health Science Center in 1986 and spent the first 5 years of her career in private practice in Arizona. Linda spent the next 18 years working for the Confederated Tribes of Grand Ronde, which is where her love for public health grew. Linda has been at Capitol Dental for the last 7 years as the Director of Community Outreach. She was honored to be a 2015-2016 Oregon Health Authority Clinical Innovation Fellow where her work in tele-dentistry was highlighted. Linda’s passion is bringing new ideas into fruition to provide preventive dental services to our most vulnerable citizens. Linda and her husband are foster parents and do not have much free time but when she manages to have some time to herself she enjoys reading, going camping and traveling.

Nafisa Fai

Founding Director, Pan African Planning Group, LLC.


Nafisa Fai is a small business owner and a certified professional consultant to help small businesses improve internal operations and plan for the future. She has provided services to private and public sector clients for over 15 years. Nafisa’s expertise includes: strategic formulation, business planning, system analysis and operational audits. She was a quality improvement coordinator for the Multnomah County Health Department and more recently as a program manager for public health policy organization called Upstream Public Health. Currently, she runs the Pan African Planning Group, LLC, a multi-platform consulting firm that leverages Lean Thinking to build prosperity and opportunity throughout the Black community and other communities in Oregon. Nafisa Fai is also the founder of the Pan African Festival, a registered community benefit nonprofit corporation with the state of Oregon and a 501(c) 3 non-profit organization. Within one year, she turned an idea into a high-performing organization with an operating budget of $120K.
